Well...it's more of a business standpoint really. It costs a good bit of money to get a game localized, and they just want to make sure it's worth their while to localize it.
Long story short: BUY A TON OF THEM IN EUROPE. I WANNA PLAY XENOGEARS.

Well, I can think of a number of reasons why it hasn't been decided to localise to NA... yet.
1) Some crap about economy. I think I remember reading something about America in recession or something. And Obama was doing some budget thingy.... WAIT! WASN'T THIS GUY WHO SLAMMED "YES WE CAN" IN EVERYONE'S FACES?! WTF?
2) Wii is dying, even Nintendo said (well, I think they did) that after Skyward Sword and Kirby Wii, there will be no plans for a big big game for Wii from Nintendo. Possibly, this mentality is affecting judgement.
3) "America don't care about RPGs that don't mean Rocket Propelled Grenades". Not true, but sales could probably speak otherwise.
4) Will it even sell? Sure, you could say "I'll buy it", but there are more than enough bad eggs out there who will probably just straight up download it off the net, if not already.
5) Nintendo also seems to support their latest endeavors more. They are probably more focused right now on 3DS and Wii U than anything else, minus Skyward Sword and Kirby Wii, and whatever DS creations they still have left, like Mass Attack.
6) Remember this:
Maybe they don't see it this way. They know it will cater to the fans, but most game companies like to go beyond that most of the time. Fan Service is usually labelled "DLC".
