Nintendo's site says it launches in 2014, and is being developed by Arzest.

Arzest worked on Wii Play Motion, stuff for Streetpass Plaza, and Time Travelers.

But according to Wikipedia, Artoon (developers of Yoshi's Island DS) eventually became Arzest. So there may/may not be people from the DS game working on New Island.
