If you missed your chance to grab this back in 2011, it is now back and available from the 3DS eShop.
Grab it now while you can because it is available for free until February 2nd.
No word on a European re-release yet.

It was free in 2011 as part of the 25th Zelda anniversary, downloadable from DSiWare (3ds could also access it). It was removed from the store in early 2012 and has now returned for four days only.
I am not aware of any 2013 re-release.

First time playing a four swords game and glad it was free. Don't plan to ever play it again. Did not like it.

If I didn't already have it from the 2011 release, I'd grab it now. I remember when my brother and I got the Link to the past for gba, which came with four swords built in. We had a bunch of long family car trips around that time, and spent every one playing it together til we had beaten everything. Good times.
