I always assumed he was just human under the mask. Just a guy who's shy, a shy guy.
Well, I've finally found my Starfox, and I love it.

No one knows what a Shy Guy is. Some info suggests they are ghosts wearing a mask and just have 2 glowing eyes. Other times suggested the mask is thier face. It's not really set what they are other than enemies lifted off Doki Doki panic.
