There's options in the friendslist you need to enable.
I'm European so I can't walk you through it, just poke around.

You know when you press the home button on the Gamepad, and the screen pops up that allows you to go to Miiverse, your friends list, the web browser, etc.?
1. Go to friend list
2. Go to settings,
3. Click change settings
4. Go to "allow people to send you friend requests?" Click yes
5. Click confirm

Both UnchainedGoku. When you add through your friends list, the other person isn't notified and you have to do some additional steps on MiiVerse to add through there. It's a bit odd.
