Is it normal for the light by the disk drive to be on even when the console is turned off? Should I take the game out?

It is normal, it will always indicate if a game is in the system

To be fair that's not really an excuse. Doing a search would have brought up an existing thread which would have answered your question or where you could have posted it if it wasn't answered.
