Kids are aware, and horny, but they lack the forethought to decide things which could impact their lives forever, which is why it's statutory rape.
Once again, though. It says "lure". If it really was forced it would've said "forced".
And at the age of 16 there's a large chance you're already sexually active, so as long as it isn't by force I don't see any permanent scars/impact .
I'm just basing my opinion off what is said in the article, lured, not forced (cause it seems we're heading that way in the conversation). If we don't keep it related to the article we might aswell have assumed the woman was swallowed by a dragon and that's the thing that will leave permanent scars on the 16 year old.
Obviously, I completely agree when we're really talking about being forced into that situation.
