I would like to be able to use the gamepad to write notes on my map like with Phantom Hourglass/Spirit Tracks

$7.50 isn't that bad of a price, but I imagine it may go lower during Steam sales. So if you have a PC capable of running it I'd recommend waiting for a sale on Steam instead.
or don't be a cheap Mcguffin, and support Nintendo for the totally reasonable price of $7.50

So first, I went to Target and the salesperson obviously didn't know what she was talking about. She said that Nintendo is going down and Wii U is going down
She should be fired. Totally inappropriate for any sales associate to talk that way about any product being sold in their store.

The games are tied not just to your NNID but to the console they were originally downloaded onto. And your NNID is also tied to the first console you link it to. So it wouldn't be as easy as saving them an ext hdd, plugging that in to another console, signing in to your NNID, and playing them.
With that said, when I bought a second console I had no trouble at all getting my NNID and games transferred to the new system through Nintendo Support. I just had to verify ownership of both consoles and then they forwarded my request to some special team. After a day or two I got a message saying I could now link my NNID to the new console and redownload my games.
