Paid DLC to discourage Spotpass?

I think most 3rd parties will use spot pass for minor things(costumes, alternative characters), but I think that the paid DLC will be new characters and stuff like that.As we now know Nintendo is going to implement paid DLC in the 3DS and the Wii U. For the Wii U fair enough but for the 3DS I think this is a terrible mistake. If third parties are allowed to charge you for extra content then that is going to discourage the use of Spotpass and warrant it useless. I mean who's going to give away free characters when instead they can charge you for them.One of the biggest draws to the 3DS is being able to receive free content for your games without having to download it proactively.
What do you think?
Games that refuse to use Gameplay effectively to do anything are like films that refuse to use cinematography in film to do anything.

Yeah it's ok getting Spotpass for Notifications and stuff but it is nothing compared to getting new costumes and throw down challenges (DoA)

You say it won't happen, but Fire Emblem: Radiant Dawn got a 6 on Gamespot because it didn't have Miis or motion control!
While I hope those days of terrible review practices are over, you can never tell :S

Spotpass is a feature of the 3DS; Not using it would be seen as a negative.

I beg to differ, Ocarina of Time didn't use SpotPass, Streetpass or Play coins and still got 9/10.

It's a classic and a remake. Virtual Console games don't get downrated for not using pointer control, now do they?

But I can guarantee that if it DID have (quality) features that used SpotPass, Streetpass and Play coins, then it would have had a much higher chance of getting a 10/10. How awesome would it be if you could buy new Tunic textures for play coins?

I don't think that paid DLC would really discourage Spotpass. I think that Spotpass will continue to be used for smaller things, such as costumes or small updates. I think that paid DLC will only be used for bigger things, such as new maps and major updates.
But Spotpass is meant to be one of the major features of the 3DS, small updates doesn't really sound like a killer feature. I'm not so sure that DLC and Spotpass are that compatible.
