Here is the phenomonom.

At first Pikmin was glowing too.
I opened Pikmin and after that it stopped glowing. Yet I see nothing has changed in-game. You can see the glow around the users too.

I think it means you got a notification for Miiverse or 'Notifications'.

I also noticed the same thing, it may be somehow connected to SpotPass, like an update of the leaderboards or something.

No, that's not it because sometimes games are pulsing too.

I think so too, but when ingame nothing changed. Does Pikmin have Leaderboards. I didn't see them yet. But I only played storymode so far.

Oh, it must also mean updates for games and new games you have downloaded onto your system.

Your profile glows for Spotpass and Miiverse alerts. Games for updates or spotpass or something like that.
