Here is a review of the official high capacity battery pack which is currently only available in Japan. Seems like it is an improvement although not an extensive one.

There is no reason why it shouldn't as it works in US Gamepads. Accessories typically are not region specific. At the end of the day its just a battery pack and internally all Gamepads are essentially the same no matter where they come from.

Don't know that but I would always by official over third party products anyway.
