If it doesn't, change your console region to a European country which does have access like Ireland.
They block countries that way.

That should do it but you better choose a country with a currency that you profit from when doing a conversion.

since Wii U is reigon locked am forced to get it from USA( my aunt lives there)

the only place i can get games is from USA so i was wondering if i can change the eshop region settings on Wii U
