I keep seeing people talk about "pixel art." Can someone explain what that is? Aren't all games/images/etc displayed in pixels?

They call is pixel art I call it sprite art.

pixel art simply is the combination of pixels together to create an object, image ect. the best example for a game that uses it in modern times is Habbo Hotel. Old school Nes and Snes games look like they are pixelated too. its pretty difficult to master due to shading ect. look up some devian art pixel arts and youll be amazed.you can make your own pixel art in microsoft paint, most commonly the pencil tool.

pixel art is bascilly 8 bit drawing or pictures. Most of the time draw in paint.

The main difference between art and pixel art is that one is obviously done on the computer. Some people like to limit themselves on their color palette, though this person limited himself to 19 colors.
This piece, on the other hand, uses only 4 colors.

I see. So the art is edited at the pixel level instead of being done in huge brush strokes
