Why do I have to re update?

I currently have downloaded the update data for "Sonic Lost World" On the system memory on my Wii U console, however, it seems to want the update data to be in the same place as my game's save data is, Why does it have to redownload the update to my USB and not just launch the update data from the Wii U system memory, and leave my sava data in the USB? Why do I have to redownload an update I already have!? Just because Nintendo is picky? Give me a f**king break.

I think it's probably because update data is treated like save data.
It's probably a stupid and unelegant way to handle game updates, but hey, Nintendo/10.
