Anybody here been able to figure out where to get these things? I've only gotten 2 total so far. One from a Sheikah Stone and one from a Bokoblin. Are they that rare?

Well, I think it's like spirit tracks, the way they handle the loot is that each new files items will have a different rarity value assigned to it so it could be different for each time you play.
Just kill Bokoblins a lot and you'll eventually get one.
