It was confirmed the dev kits for the Wii U are the final dev kits. But the controller itself doesn't seem to be there yet as Nintendo hasn't confirmed it won't receive further changes.

Here's a bit of the report from Industry Gamers:

With the Wii U, much of the criticism comes down to the size and weight of the controller. Having had it in our hands, we don’t believe this will be an issue. The button and circlepad placement is comfortable and it will be easy to hold with one hand. Though Nintendo didn’t confirm that the controller design is final, we definitely feel they are close to a finished product.

But at this point, any changes will minor. The design of the 3DS at E3 2010, for instance, was not final, but the changes made were tiny. It'll probably be similar for the Wii U.
