I am from Israel and I am going to order wii u deluxe and a few games from video games plus and I will buy some of the games from my country later.
I have 2 questions:
1.will anything in the console will be different(like language and features) because i will order it from canada?
2.will the region locking effect anything in the games I will buy in my country?
It's very unlikely you will be able to play local bought games which will probably be the same as the EU games as traditionally all of Nintendo's home consoles have been region locked. If you import the console from Canada you will only be able to play Canadian and US games. If they sell those locally you will be fine. Also the eShop will be the Canadian or US one so you will need a North American credit/bank card or buy eShop payment cards from North America.
As far as you're first question goes that's going to be a problem too. I've imported a PS3, Xbox 360's and a Wii from Canada and language is not an issue but with the Xbox 360's and the Wii the power supply is only 120 Volts and I suspect in Israel like the EU it's 240. You will need to use a transformer. It's unlikely the power supply will be sold seperately as it never was for the Wii. I had to call Nintendo's UK customer service and order one from them which cost me £20. For the Xbox I bought one from eBay.
In short it's not very practical.

If I will buy from zavvi it will be pal?
And will I be able to buy from eshop or choose the language of the console?
I'm not very familiar with what standards Israel uses but I believe it's the same as the EU and UK. Assuming that's the case then buying from Zavvi should be fine. I don't know though if Israel has its own eShop or whether it uses the UK one. I can't answer that and it may still be a risk. Maybe there is someone else here who is from Israel or familiar with games console standards there. As for power as long as you use 220 volts like in the UK you should be fine. You may still need to get a physical pin adapter for the power socket if that's different in Israel. You need to find out if the games sold locally are PAL EU/UK ones or US NTSC ones.
