It’s not possible to purchase GamePads at retail locations. Or at least, not in the near future. Nintendo has confirmed, however, that “individual replacement Wii U GamePad controllers will be available from Nintendo Consumer Service for a fee”. And, as far as warranty is concerned:

…at this time no specific announcements have been made. However, it’s worth noting that Nintendo warranties do not cover physical damage.

But at least the GamePad won’t fly from people’s hands like the Wii Remote did.
