To Pokemon TCG League players exclusively.
Now, let me explain this: "Pokemon TCG Leagues" are set up at card shops all around the world; made for the local Pokemon TCG players to get together, and play some Pokemon TCG. As an incentive, the Leagues give out badges that replicate the ones from the games. The badges are earned for a certain amount of TCG battles you take part in.
Previously, you just get the badges, no special case for them or anything. But, for the new Black and White 2 TCG Season, Pokemon has decided otherwise:

Before you get too excited, let me tell you that the badge case is available to League players only.
But, if you really wanted the case, you could find a League near you, and register, and then have the case delivered to that League. If this would actually work, I don't know. But, eventually, I'm sure people will sell the complete 8 badge set with the badge case, for big money.

It should also be noted that this time around, the badges will be shaped just like in the games, instead of how they look currently. This will help create the feeling that you are actually collecting the badges.
