I was mostly curious about the 3.0 - so I would imagine drives that say 3.0/2.0 would work fine - most are backwards compatible

Nintendo has explicitly confirmed the following drives to work with Wii U, though it cautions it cannot guarantee they will always work. So, again, you'll have to just test these things to make sure.
Buffalo HD-LBU3-C Series HD-LB2.0TU3-BKC/HD-LB2.0TU3-WHC HD-LB1.0TU3-BKC/HD-LB1.0TU3-WHC
Buffalo HD-LBU3 Series HD-LB2.0TU3J HD-LB1.0TU3J
Toshiba CANVIO DESK Series HD-EA20TK/HD-EA20TW HD-EA10TK/HD-EA10TW
ORIGINAL STORY:

wtf they say these drives will work but gurantee for not how long wtf. They also say the best external hard drives for wii u are ones that have its own ac adapter power supply im lost I thought just a regular usb external hard drive would work.

They're just saying to use a hdd that fits the standards for usb2.
One that draws 5volts.
Pretty much all of them.

You'll find an odd one on every thousand that won't, and it gets hit or miss.
They're just covering their backs.

Yes, I'm pretty sure it will. The quote from Nintendo states:

Some bus-powered hard disc drives draw more current than the USB 2.0 specification and might not run stably, so we cannot guarantee that such devices will run properly on Wii U without the use of a supplemental power cable called a y-cable that draws power from two USB ports

They are simply stating that some HDD's may draw more power than what the Wii U can provide so they can't guarantee that every HDD will work. If you read up on reviews for the Buffalo MiniStation, nobody has reported any issues powering it through 1 USB port and I don't think it will be any different with the Wii U. I expect this drive to work just fine.

If i connect my newly bought BUFFALO HD-PV320U2/BK usb HDD , will that work ok via the usb? I've also got a small 5V mains powered usb hub (has 4 usb ports ) i could connect that to the U then connect my HDD to it, would that be a better option? that'd make my HDD mains powered (technically) right?

I hear voices in my head all the time, telling me what to do. But I just ignore them and carry on killing.
