I must be overlooking something, but where is the System Transfer app on the Wii U? I'm not seeing anything in the Wii Shop.

If you're looking to download the transfer app on the Wii U. You need to enter the Wii Mode from the home menu. I'm pretty sure the transfer app is pre loaded there. Then download the transfer app from the Shop Channel on your Wii, and you're good to go.
