I only get it upon entering the Eshop (and it still works) and when i click on FIFA 13 in Eshop

as of today same thing is happening to me as well. it must be from the latest update. i hope they get it fixed soon.

The eShop was down yesterday, (maintenance). Maybe it's still being worked on.
