Go back to nintendo rare. Make conker 2 and a third entry that doesn't suck for banjo-kazooie.
You do realize that the Rare we have today isn't the same as the Rareware we knew in the past right?

Maybe Mega Man 7, 8, MM&B, X3-6 (they ported em to the GC so why not?), some CPS-2 and CPS-3 games in the arcade department such as Megaman Power Battle/Fighters, the SF Alpha games, and maybe Jojo's Bizarre Adventure.

Honestly it just seems like they don't care at all about the Virtual Console. There are so many games I would like to buy again and they just don't care. Probably because they have much bigger issues to worry about I suppose. Nintendo is far more concerned with getting new customers right now not pleasing their current ones.
