Confirmed VIA Serebii: He receives an attack/special attack boost, and he gets a decrease in speed. Oh wow, how useless.
Mega Garchomp is slower than regular Garchomp.

Well, yeah. Garchomp was a monster without the Mega Evolution, and just a Special Attack/Attack boost would've been the most broken thing.
On topic, I wonder if Mega Evolutions will be banned in tournaments.

I think we'll just have to wait and see how radical the stat changes and ability changes are. my guess as of right now is that they will be banned on an individual basis, not collectively

Why would Mega Evolutions be banned? Obviously Blaziken and Mega Mewtwo, but everyone else seems fine.

Huge stat boosts? Garchomp will still be broken.

Which gets countered by another main stat being lowered.

Sure, it gets a stat that's lowered, but considering the most common trend for Garchomp is a physical attacker while this is providing a boost there, plus Sand Force(Raises Ground, rock, and Steel type moves power by 30%) means Garchomp will become the spammer of Earthquake almighty by having an ability that is basically a choice band but with MUCH, MUCH more coverage. Considering it can out speed the average Pokemon by roughly 30 in base stats, they'd need to nerf the speed HARD to make it compensate.
As for Blake's thing about Mega Evolutions in Tournaments, I don't see why they wouldn't. The Mega Pokemon can't use items so it presents a nice choice for Garchomp as mentioned above: Go with Choice Band for Garchomp and be locked in to one move with AMAZING speed at a 1.5x power boost or go for a no items and lower speed but a 1.3 damage multiplier on 3 move typings with a stronger attack/special attack. Either way, the meta game will be shaken MASSIVELY with this, Fairy type, type weakness/ability changes, etc.

It makes sense, Mega Garchomp would be broken otherwise. Garchomp is already Uber tier, you need to make a trade off. You can use tail wind or baton pass if you want a fast Mega Garchomp. Jolly nature too, no point making it Adamant with that attack boost.
