In a recent interview by IGN with Reggie Fils-Aime; Reggie states that they are offering many free services, and one of the services he lists is "Video Chat" . So it is confirmed to exist at least.

Still wish we could know in what capacity... like...in game or only out of games?

Cool. I just hope for voice chat during multiplayer.

I'm glad they insist on giving us all this stuff for free. It really makes the value of the console that much more!

Perhaps there is an option to maximize the receiving video during gameplay, then you can minimize in order to see gameplay on the Gamepad.

well i read something that you'll be able to susspend software like the 3DS, but much better and have more than one game minimized, so it'd be cool if you could have voice chat on but minimized while playing a game :P
