It's arguable. I think both games are great. Sonic 2 has a better chao garden and better multiplayer, though.

just played a bit of sa2 and i dont think its as good as the first. Didnt try the chao garden and multiplayer yet.

You betcha it's better then the first, 2nd has way better level design and fantastic music. And in my honest opinion the best final boss in a Sonic game.
