Not per se. Lolicon is only illegal in the US if it depicts a child in real life.

Didn't it become law for drawn too?
A lot of manga(doujin) sites got shut down because of it.

I'm not sure. I still know a good bit of Lolicon-dedicated sites with US servers that are up 'n running.
