I played through the game 3 times, and I can only remember a handful of times when I employed the strategy you mention. Maybe you suck at the game and didn't bother to try a different strategy besides cowering in a corner, but that doesn't mean that's the ONLY way you can progress through the game, and even if it was, that doesn't make the game "broken". That just makes it boring.

Also, modern Ninja Gaiden isn't broken at all. Well, except for a few of Ryu's moves which are easily abusable and those ghost fishes, but other than that the game is just fine.
