According to the JP Nintendo direct, Nintendo is doing a Pokemon with the next Fire Emblem 3DS title.

Yeah but Japan does this all the time not just Nintendo. Japan they buy 2 versions all the time and very common. Games are not bundled there as a general rule. Ys Legacy on DS comes with 1 and 2 as most versions of Ys do but in Japan you had to buy Ys 1 and Ys II separate.
