Not pictures taken with a camera, but you could easily draw a nasty picture and send it to someone else.

Yeah but Nintendo wouldn't really get in trouble for that since a drawing is just that, a drawing. Pictures contain actual people and stuff. I mean Miiverse has allowed drawing but not pictures, so why not Swapnote?

Yeah it doesn't make logical sense, but I can see how they'd want to avoid any and all possibility of it happening again.
