He was referring to new characters in the next game. ROB as a one shot deal? The same could have been said about Ice Climbers and Mr. G&W in Melee. You also forget that ROB has a unique moveset so putting him in the next game would not be a game development hassle. Before you say Mewtwo, look at my above status regarding Mewtwo.

I think Lucario is not important anymore, lets just wait and see what happens,

@Eamock, if importance was a factor, you'd think that Ness and Sheik would not have returned in Brawl seeing as how both have only appeared one game in their respective series.
