I'd love to have a competition in which Nintendo would say, we'll publish your game and pay for the devcosts, but here's the catch.
"We don't care how many hours you put into it, what licenses you use, how many staff you use, voice-acting etc. Here's a fixed budget: 10milion, you'll have to account for every buck." If your game ranks in top 3 , we'll publish.
I'd hope the fixed budget, and fixed platform would result into creative thinking and spot on developing. Small studios and big ones, all equal chance. And no through the roof marketing or developments.

I was reading some west vs japan dev stories and a trend in how big studios or publishers spend more and more money, not always resulting in top games.

Except if Nintendo pay 10 million dollars, they will want to publish it regardless. And probably oversee it somehow.

Yes I fear so, but just like in F1 a fixed spend roof would give studios equal chances and could save the industry in the long run.

Perhaps Nintendo should pay other popular indie devs to bring their new games to the system, it would cost less but would allow for devs to feel more comfortable porting to the system since they wouldn't be losing money. They should look into games like don't starve and gunpoint, while the current range of titles available already on the eshop are quite good they don't really draw much consumer attention in my opinion so this could help boast sales.
