Sony tested Nintendo-like controllers during their testing phase

“A touchscreen was another idea that we had. We actually tested it, but [besides cost factors], our game teams felt like having to look down at the controller is not what they want to do. They want to have the consumers concentrated on the big picture that they show [on the TV].”
Apparently the configuration of the DualShock 4 almost had a Wii U Pro Controller configuration too, as Aoki mentions that a DualShock 4 controller with both sticks at the top of the controller was prototyped even before the design of the Pro Controller was revealed.
“When Nintendo came out with that, we were like, ‘Wow, that’s just like our prototype!’ That surprised us.”

They copied the wiimotes and made things that resemble lady buzzers, so I wouldn't be surprised if they do bring out a gamepad clone eventually. They have off-tv play to the PSVita, for Celestia's sake!

Lol. This always happens. Whenever Nintendo releases a new gimmick, Sony is all "oh, we were working on prototypes of it years ago."

And, conveniently, not going with the touch screen controller means they can push Vita integration and potentially make more money.
But yeah, if they had to ditch including the PS Eye in order to beat MS on costs, it does make sense not to have a tablet controller either

I think the PS3 is only alright and everything before that is pretty meh so I'm not a huge Sony fan... but I'm looking forward to the PS4 tbh.
