I don't think there is much wrong with the loading times, I've played games with worse loading times than this.
DKC: Tropical Freeze has some TERRIBLE loading times.

Do some pushups or eat a banana during the loading times.

All the Bananas!!! And I've never really had an issue with loading times. For me they were always a sense of anticipation. Granted I haven't played Lego City Undercover so there may be an upper limit to my patience, but Very few games have ever reached it (Lego Island 2 among others)

excuse me, from nintendo. I could be wrong, but none of their 1st party titles are larger than DK, and by that they may not be as "knowledgeable" around dealing with load times of this magnitude. I might even have to imagine this had something to do with the games initial delay in the 1st place.
LEGO city undercover was 20 gb's and published as first party.

Not to be an apologist or anything, but they started and stopped the game play at precisely the same time.
I am not seeing the big deal.
Plus it was one level. With tweaks to the interface...
Apparently this is too far over my head to be relevant.

at least its not like sonic 06 xD
To get loading times worse than Sonic 06 would have to be done on purpose.
If you think Smogon ban stuff
"Just because they can't beat it"
You clearly don't play OU
You clearly have no knowledge of the metagame
And you clearly don't deserve to have an opinion.

UMvC3 on Vita had very noticeable load times. Not long, but if you already played it on PS3, you noticed and it drove you insane.
Trophy Cards are classy too! LOLZIGZAGOON

not exactly an excuse, but I'm sure this is because it's the Wii-u's largest game to date at 12GB. I could see this being fixed via a patch.
It's not the largest Wii U game to date. Even Lego City Undercover was much bigger at around 17GB, not that the actual game size has anything to do with this anyway.

EXACTLY!
The first game may have loaded quicker but it didn't let you actually start playing the game until more or less the same time.
Also, the comments on YouTube seem to imply its only this first level that takes this long to load. Presumably its loading in all the assets but can reuse many of them for later levels.
Thirdly, why is anyone surprised? Its not like Sony and Microsoft want to throw money away, they wouldn't FORCE you to install games to the HDD on One/PS4 if there wasn't a damn good reason for it. If Nintendo had included a HDD in the Wii U then load times would be MUCH improved. Heck, even the original Xbox used a HDD cache to speed up game loading.
