In my opinion, the act will never actually pass. If it does pass, the enormity of the internet is impossible to monitor.
It is the internet provider who tracks you, they will be unable to track every single thing every user and hijacker who uses the service send report it all to the government. Take China for example, they do all sorts of internet censorship, but even they have problems stopping basic loopholes and breaks in their censors.
Besides, if you knew the context of this bill, it's just a modified version of the last businesses hate the internet bill. It's about time people have noticed this bill, but I fail to see the reason of panic. The government has been trying to pass iterations of this bill for a long time.
