Avatar Problem

I'm trying to get this .gif as my avatar, but it isn't working.
It's too large - avatars must be 150x150 or smaller.

Well this is a new rule. It actually says when you change your picture that it's recommended to be 200x200 or larger. Anyways, can someone crop it for me? I can't find any software to do it.
