I find these rumors far too general and unspecific to be taken seriously.
First of all, any performance comparison in percentages, or multiples, as opposed to hard numbers or benchmark results are just too arbitrary, PC hardware in the past has exemplified this. (Anyone been gaming on the PC long enough to remember the Geforce FX5000 series mess?)
As for the engine rumor, game engines can be scaled to a rather extreme extent.
Let's take Unreal Engine 3 for example.
Unreal Engine 3 has a port for the iPad, runs the entire GOW series, and of course, the entire Samaritan demo. An "Engine" doesn't determine performance, a GAME does.
For another example, this is fairly old, Unreal Engine 1, powered (on PC) Unreal, Unreal Tournament, and Deus Ex. Unreal came out in 1998, and ran basically fine on the average video hardware at the time. Deus Ex came out a year later, ran the same engine, but it was almost like Crysis, very few computers could handle it at average settings.
