I can't believe I didn't find this. Rare was working on a sequel to Perfect Dark Zero in 2008, but it was cancelled due to the company undergoing restructure a year after.

After that, they redesigned the game into a FPS game featuring mechs, but that never got off the ground either.
Even though Perfect Dark Zero wasn't as good as the predecessor, I did like it, and hoped Rare would release a sequel. Unfortunately, the team was considerably downsized to get anything done.
