NoA Club Nintendo sent me an email saying you can stream it on your mobile device... It's on their website, YouTube, and Facebook.

Nintendo use flash for streams.
Does your phone have flash?
You can use youtube maybe, they're more likely to serve you a html5 feed your phone would be able to play.

I don't have flash, so I doubt I can watch it at all.. my phone just can't run it.

There are streaming sites who have apps... maybe you can google one? Also, I believe Nintendo is streaming from their site as well, so maybe you can check there?
