First of all, the prepper is a veteran soldier, a man who lost an arm and a leg and its obsessed with survival, when he finds out that you are trying to leave the city and find a cure with the doctor he goes mad at you, he tries to kill you by blocking doors and sending zombies at you near the end of the game, his safe house is full of pictures of all the survivors who tried to help and died, lots of monitors connected to the cameras on the streets, lots of food, ammo and resoursurces and the best of all? during the whole game he was living in a hidden room next to your main safe house!!! between the 2 doors that leads you out of your safe house theres a secred door that leads to the prepper room!, all this was shown during the final cutscene.
