I think that's really strange. I can't really think of any reason for it being region locked.

There's no way it could be that. I watched the video proving that the GamePad is region locked, and the GamePad connected to the Wii U and the guy operated it, but after like 10 seconds the Wii U said that you cannot use GamePads from other regions.

Hold on a sec. Im pretty sure you can use game pads from another region. You just can't update the firmware.

Because Nintendo desperately wants us to hack all their systems, but they dont want us to know they know we know, they really want us to hack their system.

So they do incredibly stupid/bizarre stuff that pretty much MAKES us have to hack their systems all the while saying oh noes, please dont haxxor our systems!!!

I wouldn't say that proves that in no way that could be the problem.

Perhaps it connects using a channel likely to be available and legal worldwide, but then later tries to frequency hop to a channel not supported by that regions Wii U and so fails with the error.

Destructoid had an article about the gamepad's region locking, then they updated it with this:

Update: The Japanese message above reads, "The update cannot be completed with an overseas Wii U GamePad." In other words, it seems that you can use an imported GamePad to play games, you simply can't apply firmware updates without the original. Apparently, GamePads have their own firmware that is unique per region, hence this uncommon hurdle.

Ok, I get it. I don't know why anyone would want to use a GamePad from an other region anyways.

Because importing can sometimes work out to be cheaper. Obviously until if and when Nintendo update the Wii U's firmware to accept more then one Gamepad, and games are released that support more then one its a non issue.
