You can breed anything at any time. It doesn't have to be evolved. Anyway you need a male and a female from the same egg group. Then when you put them both in the daycare you'll get a Pokémon that's the same as the mother. You can also get a male Pokémon and a ditto and put them in the daycare and then you'll get a Pokémon that's the same as the father. If you want more detailed info(like which Pokémon are in which egg group) you'll have to look at Bulbapedia or somewh...
