Actually, no. There's several Region unlocks for the 3DS, with new ones being worked on for New 3DS.

You have no idea how excited I was when I first saw the footage. The beautiful dragon fights made the hairs on my back stand, lol. It was very nostalgic. With any luck, there will be fan translations like there are of Phantasy Star Online 2. Either way, I'm definitely getting this on PC.
