Actually there's probably like a 5% chance there will be a snow day... it says it will snow about 1 CM... but the day before it will be -13 Celsius and it will be -3 Celsius on the day I think it will be a snow day...

well lets see based on the info given: 1cm=5% so 100%=20cm. there you go problem solved. it would take 20cm for a snow day :P
