It isn't confirmed to be a new Mewtwo form. They never mentioned Mewtwo in Smash, and the North American announcement (a video) was entitled "A New Pokemon with a Familiar Look". This seems to suggest it is a new Pokemon. Hmmm...

I have a theory. I think this is the "prototype" stage of Mewtwo. My theory is that when the Mew clone was first made he was obedient to his makers and it looked like my profile picture. But one day he became self aware and went on a rampage in the lab that he was created in and during the rampage he destroyed the cloning equipment that he was made from and that gave it the mewtwo form that we all know and love. Now in X/Y the evil organisation's leader has captured mewtwo and has reverted it back to its "obedient prototype" state so that he can use it to take over the world. Then after the main credits you can go catch that prototype mewtwo and then go somewhere to change it back to its "perfect" form which may or may not have any stat changes. Thats my theory

My guess is, it's not really a new separate Pokemon, but just a new form of Mewtwo. If you notice, the big speculation is that gen 6 revolves around the idea of genetics. The Japanese logo has what looks like a picture of DNA, the double helix. Also the titles Pokemon X/Y are chromosomes. Anyway, another thing to notice is that the new Pokemon movie that will come out is called "Extreme Speed Genesect: Mewtwo's Awakening". This is what makes me think it's just a new form, and not a new separate Pokemon. The title implies that Mewtwo will "awaken" possibly into a different form, similar to Deoxys. That's just my theory though.

Legendaries don't evolve, it's a alt form. It's still Mewtwo.
