according to a PlayStation 4 developer PS4Daily spoke to, they have access to “only” 7 GB of RAM. The remaining 1 GB is reserved for the operating system and background tasks

GDDR5 RAM.

That's such an incredible amount of RAM, I wonder how developers will utilize this, if true.

Developers don't really need more than 3 IMO. Very few games will use that many. The ones that do however, will benefit greatly: there is literally no technical drawback to having more RAM.

I wonder if the PS4 can run multiple programs at once. That would certainly justify such high ram.

They can keep a game suspended while another game is running, but I think that would be reserved away from actual game development.  I don't think they heard the dev right.  I think the dev units have 7GB of usable RAM for development, but like all devkits, they will be limited further, there is a lot going on there for Sony to waste space on letting devs be lazy about memory management.  If true, it is the worst decision Sony have made about the system design so far.

Hopefully the WiiU's 2GB Ram won't hinder development of some games too much, i wish they had gone with 4gb since the cost would not have differed much.

If we have 1Gb reserve for the OS than how much of a difference will it make having only 1GB of Ram dedicated for games? Surely dev's won't use all of the RAM available to it's full potential but it does leave the WiiU's future a little cloudy.

It probably won't hinder development, very, very little games these days need that much ram. And Nintendo can always lower the amount of ram needed for the OS because I'm 100% sure it's not using it.
