I dont know about lego city, but nintendo did pay for the cost of making bayonetta2
I'm pretty sure Nintendo copublished LEGO City.
I fail to see any evidence of Big Guns from Nintendo at E3 :|

Not at all, I believe it will happen, I also believe that Nintendo will have to shell out some serious cash, more so when the ps4 and 720 are released. I think they have a small window before the other next gen consoles are released to get ahead. I'm worried that they haven't really taken advantage of it yet.
