Kojima probably banked on Microsoft's previous success and the inclusion of Kinect.
Probably thought like most of us did, that Sony wouldn't and couldn't risk creating a monster console.
But they did. The GPU portion itself is 50% more powerful. It's actually a pretty major step up from X1.
Also, the RAM setup. For many games, it will be too much bandwidth for Xbox to overcome.
X1 and Wii U games will likely continue to look very similar, while PS4 looks better than both as time progresses.
For a developer like Kojima, he would no doubt have put his most effort in where he thought the market would be. PS4 was predicted to be super expensive.
I'm thinking he developed for the X1, will port to PS4 and doesn't want to worry about developing "up" to PS4 spec.
Also, MGS didn't look much like a next gen game. Perhaps the result of trying to bridge to to last gen as well.
He specifically calls out the camera, so I'm guessing a good bit of his development went toward its inclusion.
but now that MS has shown their true colors and wants to abuse consumers of its products and service, no one wants x1.
His quotes sound a little concerned. I'm actually surprised to read such open, unguarded thoughts.
