This doesn't need explanation. Why would a game come out for two dying systems but not a brand new one with an ever growing install base? Tell Capcom to quit being Crapcom by signing this petition.

Not signing. The game doesn't look interesting at all plus it's being developed by Double Helix.

They should wait after Pikmin 3 to see how sales are going as the amazon price cut help in Uk.  Also Microsoft and Sony said they are still supporting their old 

consoles even after new gen comes out.

Game looks fun, could be similar to the Mega Man X series.
