Although Windows 7 (not sure about Win8) install DVD is single layer, once installed, weights about ~28 GB (64-bit)...
Are we seriously going to compare a console OS with a PC?
C'mon, even the Xbox One OS fits in its 8 GB flash memory module, and it's based on the Windows kernel.

I doubt they'll be over 8GB.
